Abstract
This paper addresses the following question: What leverage do non-state actors have vis-à-vis governments of resource-rich fragile states to counter the so-called “resource curse”, notably in the context of the Extractive Industries Transparency Initiative launched in 2003. It aims to assess the potential role and functions that civil society organizations, economic actors as well as market incentives and regulations can fulfil toward mitigating poor resource management, promoting transparency and poverty alleviation and promoting the building of peace. By addressing the knowledge gap regarding the role of non-state actors in peacebuilding initiatives and resource management, this paper critically assesses commonly held perceptions regarding external strategies toward peace consolidation in resource-rich fragile states.
